The Security Service of Ukraine, in cooperation with foreign partners and the State Border Guard Service, detained Dmitry Chistilin, a well-known Kremlin ideologue who was engaged in the development and promotion of anti-Ukrainian narratives to justify Russia’s armed aggression against Ukraine. Chistilin was an aide to former Putin adviser Sergey Glazyev, who also played an important role in planning the annexation of Crimea and the occupation of parts of Donetsk and Luhansk regions.
Chistilin was engaged in creating analytical materials for the Kremlin that supported the occupation of Ukrainian territories, and organized propaganda events in Eastern and Central Europe. During these events, he tried to weaken support for Ukraine from Western partners by portraying his actions as a “representative of the Ukrainian public.” He was detained in Moldova, where he tried to return to Moscow through third countries.
Chistilin was charged under the articles of the Criminal Code of Ukraine: for high treason and for publicly justifying Russian aggression. He faces life imprisonment with confiscation of property, as he actively assisted Russian special services and helped to circumvent sanctions imposed against Russia.
Chystylin is currently in custody and has been notified of suspicion under two articles of the Criminal Code of Ukraine:
▪ high treason committed under martial law (part 2 of Article 111);
▪ justification, recognition as lawful, denial of the armed aggression of the Russian Federation against Ukraine, glorification of its participants (part 3 of Article 436-2).
