Khmelnytskyi region: corruption scheme exposed, in which criminals issued medical documents with fictitious diagnoses for men of military age, allowing them to avoid mobilisation to the Armed Forces. Investigators notified the deputy head of the militaryMedical Commission ( MCC ) of the district medical centre and the doctor of the emergency medical care substation.
According to the investigation, the deputy head of the MEC organised the scheme, which involved a doctor. The accomplices helped the men to obtain a disability group by entering false diagnoses in their medical records. Subsequently , these documents were submitted to the MEC , which made positive decisions. The cost of this “service” ranged from $3000 to $8000.
On 10 October, law enforcement officers detained a substation doctor on receiving another bribe. In total, the suspects received more than UAH 150,000 in illegal benefits. During the searches, the SBU seized USD 182,000, EUR 6,500 and almost UAH 8 million in the hryvnia equivalent. They also found draft records with the names of the “clients”, their diagnoses and bribe amounts.
The detainees face up to eight years in prison with confiscation of property for abuse of influence (part 3 of Art. 369-2 of the Criminal Code of Ukraine). The investigators are currently establishing the full range of persons involved in the scheme, as well as those who used their services.
