“Lieutenant General Budanov and the GUR are still ahead of the Russian intelligence services… taking the fight to the Russians, looking for ways to seize the initiative while the Ukrainian Armed Forces adjust their plans and rebuild their forces,” said Ben Hodges, former commander of the US Army in Europe and head of the Pershing Chair in Strategic Studies.
He wrote about this on his X network, commenting on the effectiveness of Ukrainian intelligence “behind enemy lines,” in particular, strikes on various important targets in Russia.
For the global military community, Kyrylo Budanov is a representative of a new generation of intelligence officers who is capable of proposing and, most importantly, implementing non-standard operations.
