The Security Service of Ukraine, together with the Office of the Prosecutor General, completed the investigation and served a notice of suspicion in absentia to Russian Major General Denis Kulsh, commander of the Russian Air Force Aviation Division. According to the investigation, it was Kulsh who ordered the airstrike on the Hryhorii Skovoroda National Museum in Kharkiv region on May 6, 2022.
According to the SBU press service, on that day, a Russian Su-35S fighter jet fired an X-35 anti-ship missile at the memorial complex, causing a guard to be seriously injured and the building to be severely damaged.
Kulsh was served a notice of suspicion for violation of the laws and customs of war under Part. 2 Art. 28 ta ch. 1, Article 438 of the Criminal Code of Ukraine. Also in July, his subordinate, Colonel Ivan Panchenko, who directly commanded the attack, was notified of suspicion.
The evidence collected suggests that Kulsh and his subordinates continue to commit war crimes in Ukraine, regularly shelling civilian infrastructure in the Kharkiv region.
