The plan consists of five points and three secret annexes. The first point is geopolitical, the next two are security, the fourth is economic, and the fifth is security.
Zelensky’s victory plan contains five key points:
1.Invitation to NATO: Ukraine is seeking an invitation to join the Alliance now.
2.Defense: Strengthening domestic production of military equipment and increasing support from Western partners.
3.Deterrence: Ukraine proposes to deploy a non-nuclear strategic package on its territory to protect against any military threat from Russia.
4. economic pressure: Restricting the price of oil and other export resources as part of a strategy to put pressure on the Russian economy.
5. Post-war role: Ukraine will have one of the strongest military forces in Europe, which will become an important guarantor of security on the continent.
The implementation of the Victory Plan proposed by President Zelenskyy depends on close cooperation with international partners and their strong support. Ukraine clearly understands that Russia does not seek to achieve a fair peace – Putin is focused solely on continuing his aggression. Therefore, the key task is to change the circumstances so that the war ends regardless of the Kremlin regime’s wishes.
In his speech, President Zelenskyy presented a plan for victory, emphasizing the need for active support from partners and stressing that Russia is not looking for an honest peace, and Putin only wants to continue the war. The main points of the speech:
Dependence on partners: Ukraine needs the strong support of its allies to implement its victory plan, as Putin seeks to achieve military goals and refuses to engage in honest diplomacy.
A precedent for other regimes: If Putin achieves his goals, it will set a dangerous precedent for other authoritarian regimes, such as North Korea and Iran, which are already engaged in a war against Ukraine.
A formula for peace: Ukraine offered its formula for peace two years ago, but Russia has been evading honest negotiations. Ukrainian soldiers continue to fight and ensure that no Russian ultimatums matter.
Urgency of the plan: The victory plan should be implemented immediately. With the support of international partners, the war could end as early as next year.
The threat of Putin’s rise: If Ukraine and its partners do not step up their efforts now, Putin could become significantly stronger next year, making a peaceful resolution of the conflict more difficult.
Ukraine’s victory: Russia must lose this war. This is not a matter of freezing the conflict or trading sovereignty. Ukraine must implement its victory plan and force Russia to participate in a peace summit.
War on Russian territory: Ukraine has a realistic chance of bringing the war back to Russian territory. Russians need to feel what war is like, and this will help change their attitude towards the Kremlin and the war.
Putin and his coalition: Putin only wants war and will not change. He supports a coalition with the DPRK, which provides not only weapons but also labor for Russia. Iran actively cooperates with Russia, and China, although it talks about peace, does not take serious measures to stop aggression.
Putin’s weakness: The Kursk operation has shown that Putin does not have the strength to hold his ground when Ukraine is under intense pressure.
In his speech to the Verkhovna Rada, President of Ukraine Volodymyr Zelenskyy said that if his “Victory Plan” is supported by partners, the war could be ended no later than 2025. He also emphasized that Ukraine is already at war with three countries – Russia, Iran and the DPRK.
